BP UBIKAR UNDIP

Commercial Business Management and Risk Analysis Board (Badan Pengelola Usaha Bisnis Komersial dan Analisis Risiko / BP UBIKAR) is a non-academic unit responsible for the development and management of commercial enterprises to support the implementation of the university’s Tri Dharma based on the principles of professional business judgment rules.

BP UBIKAR's Duties

BP UBIKAR is responsible for the management of commercial enterprises, risk analysis, and resource optimization, which include:

a. Planning the implementation and development of commercial enterprises within UNDIP.

b. Managing and developing UNDIP’s enterprises as a Legal Entity State University (PTN-BH) in order to increase non-tuition (non-UKT) revenue.

c. Optimizing resources within Diponegoro University through the utilization of UNDIP’s Assets (BMU) and State-Owned Assets (BMN).

Functions of BP UBIKAR

In carrying out its duties as stipulated in Rector’s Regulation Number 13 of 2024, BP UBIKAR performs the following functions:

Regulating the governance, implementation, and development of commercial enterprises within UNDIP

Implementing the optimization of BMU (UNDIP’s Assets) management to increase non-tuition (non-UKT) revenue

Conducting risk management analysis of the enterprises under its management

Exercising control over non-UKT revenue derived from the implementation and development of enterprises

Coordinating and managing the business units under BP UBIKAR

Establishing commercial business cooperation with partners

Establishing cooperation and/or providing administrative support, in accordance with its duties and functions, to institutions, other bodies, bureaus, directorates, technical implementation units (UPT), offices, and/or other related units

Managing information/electronic systems that support the functions of BP UBIKAR

Preparing reports and evaluations of activities carried out

Carrying out other functions as determined by the Rector

Administrative Section

The Administrative Section of BP UBIKAR is tasked with handling correspondence, finance, staffing, supplies and household affairs, as well as preparing programs and information for BP UBIKAR, along with other duties as assigned by the Rector.

a. Regulation of governance for the implementation and development of commercial enterprises within Undip
b. Planning and management of commercial enterprise budgets under the Management Agency
c. Optimization of the utilization of BMU and BMN assets to increase non-tuition revenue
d. Implementation of analysis or risk management of managed commercial enterprises
e. Control of non-tuition revenue derived from the implementation and development of enterprises
f. Coordination and management of Business Units
g. Implementation of commercial cooperation with partners
h. Organization of information/electronic systems that support BP UBIKAR’s functions
i. Implementation of oversight of Undip-owned enterprises through delegation from the Rector
j. Submission and processing of commercial enterprise permits for Business Units
k. Monitoring of reports on the use of commercial enterprise permits
l. Execution of promotion, publication, and marketing of commercial enterprises
m. Implementation and control of Undip-owned patents that are commercialized
n. Provision of commercialization services for research results that have undergone downstreaming
o. Organization of human resource management to support the implementation of commercial enterprises
p. Implementation of activities supporting the tri dharma of higher education
q. Management of correspondence, finance, staffing, supplies, and household affairs at BP UBIKAR
r. Management of commercial enterprises overseen by the central office
s. Monitoring the management of Business Units at faculties and schools outside the central office
t. Collection and management of data as well as commercial enterprise information services
u. Reporting and evaluation of activities carried out
v. Implementation of tax administration functions for commercial enterprise activities
w. Other functions as determined by the Rector

Business Unit Section

Carries out the management and supervision of permanent business units and increases non-tuition income (non-UKT) through the business units under its responsibility.

a. Propose policies and strategies to increase non-tuition income (non-UKT)
b. Regulate the management mechanisms of commercial business units within the central office
c. Carry out correspondence, finance, human resources, and equipment affairs in business units under the central office
d. Coordinate the development and management of commercial business support information systems in each business unit within the central office
e. Implement monitoring and evaluation of commercial business units within the central office
f. Regulate and implement promotional, publication, and marketing activities in each business unit
g. Prepare budget proposals for each business unit
h. Administer and manage human resources in each business unit
i. Prepare financial and taxation reports for each business unit
j. Carry out activities supporting the three pillars of higher education (Tri Dharma Perguruan Tinggi) in each business unit
k. Submit periodic reports on business unit activities
l. Ensure compliance with labor regulations
m. Manage and record commercial business income in each business unit
n. Implement tax administration functions for commercial business activities
o. Prepare risk analysis studies on the development of commercial businesses under BP UBIKAR management
p. Other functions assigned by the Rector
